His bankcard 'wasn't working' What does this mean...?

Last Night i went out with this guy I've been meeting for a while...but last Saturday we got into a really big agruement because he was being an asshole because he always does with drink on him. He says he wants to go steady and called me up yesterday and was like 'please I'll do anything let me make it up to you and I'll take you to dinner and the cinema afterwards'.

So I decided to give him a chance and went then he picked me up in his car and said his bankcard wasn't working...I said I would try mine so I took money out then he tried his again.... apparently he had 300 pound in his bank and it would only let him take out 30...so I had to pay for the cinema and some of the dinner. I would usually not mind paying but is he lieing to me? Or am I being paranoid....things like this has happened before with him....he seems so uptight with his money....and he was ment to be making it up to me!

He probably doesn't really have the 300. If he pays you back, then you'll know it was an honest mistake. If not, he's not worth your time.
